DR. CAROLINE J. SIMARD

Dr. Caroline J. Simard has extensive experience in communications regulation.

Before joining CRTC, she was a legal advisor for the Department of Justice with Innovation, Science and Economic Development Canada’s Legal Services since 2007. She worked in domestic law, notably on the Telecommunications Act,the Radiocommunication Actand Canada’s anti-spam law, and on international telecommunications law.

From 2004 to 2007, Dr. Simard served as senior telecommunications specialist at the International Telecommunications Union in Geneva, Switzerland, the United Nations’ specialized agency for information and communications technologies.

She previously held positions at the Centre d’études sur l’intégration et la mondialisation at Université du Québec à Montréal, with Verrier Pacquin Hébert Consultants, and Teleglobe, among others.

Dr. Simard was also a lecturer in the Faculty of Law at the University of Ottawa and at the International Seminar of the Information Society, Human Rights and Human Dignity.

She earned a bachelor’s degree in law from the University of Montreal, a minor in communications and master’s in international law from Université du Québec à Montréal, and a doctorate in law from McGill University.

Her term will end on September 10, 2022.
